When was the Route 20 light at Route 250 supposed to get its orange barrels? This fall. The Pantops intersection project was expected to break ground this season. It now sits in VDOT's "Coming soon" category, with a start date of spring 2027 and a finish date of fall 2028.
The delay matters to Hyland Ridge because the most noticeable change in the project lands on Hyland Ridge's own commute. Getting home means taking Route 20, also called Stony Point Road, north from Route 250 and turning right onto Fontana Drive about half a mile up. From there you drive through Fontana to Hyland Ridge. Every trip out runs back down that same half mile to the light. VDOT is rebuilding that southbound approach more than any other part of the intersection.
A year ago, the start date was this fall
In July 2025, Cville Right Now reported that the Albemarle County Board of Supervisors had learned the Pantops roadwork would start in fall 2026, a year ahead of the fall 2027 date the project had carried before. Rivanna District Supervisor Bea LaPisto-Kirtley has pushed for the project since her election to the board. She told the outlet the work wasn't originally going to start until fall 2027.
The date has moved several times since. Here is how the published schedule has shifted:
| Source | When it was published | Construction start it listed |
|---|---|---|
| VDOT public hearing brochure | 2024 | Fall 2027, with advertisement in spring 2027 |
| Cville Right Now, reporting the board update | July 17, 2025 | Fall 2026 |
| VDOT project page | Last updated August 21, 2026 | Spring 2027, with advertisement in January 2027 |
VDOT's page still adds that the schedule is subject to change. Its official name for the work is the Route 20 (Stony Point Road) and Route 250 (Richmond Road) intersection and corridor improvements, UPC 123044. The estimated cost is $22.4 million, funded through SMART SCALE.
The schedule has followed VDOT's right-of-way work
Before construction, VDOT is working through right of way and easements along the corridor, a step its page scheduled for winter 2025-2026. In January 2026, Information Charlottesville reported that LaPisto-Kirtley had noticed the timeline kept shifting. "That date's been going back and forth, back and forth," she said.
Shepheard, who gave VDOT's update to the board, explained the reason in the same report:
"Along that corridor, there are a lot of property owners that we need to get permission from so that's what they're working through right now. I think it's about 45 business owners."
In June 2026, the county board took up an item on easements VDOT was seeking for the project. By the board's July update, which Information Charlottesville also covered, the Pantops reconfiguration was "still in the right of way phase" and expected to be advertised for construction bids in January 2027. That lines up with the date on VDOT's page today.
The Route 20 approach gets the biggest rebuild for the least traffic
The traffic counts make this part stand out. VDOT's 2022 count found about 50,000 vehicles a day on this stretch of Route 250 and about 8,600 a day on Route 20. Route 20 carries less than a fifth of Route 250's volume, yet it is the approach getting a new lane built.
The changes come from VDOT's displays for the September 10, 2024 public hearing:
- An added southbound lane on Route 20. It begins near the McDonald's entrance, with new curb, gutter and sidewalk.
- One job per lane at the light. Southbound Route 20 becomes a right-turn lane, a through lane and two left-turn lanes. Today some lanes are shared between through and left-turn traffic, and VDOT is converting them so each lane handles one movement.
- Riverbend Drive gets the same layout. The approach across Route 250, Route 1116, will also have dedicated dual left-turn lanes along with a through and right-turn lane. One southbound lane on Route 1116 goes away to make room.
- A walkable corner. VDOT plans 300 linear feet of new sidewalk on the west side of Route 20. The rebuilt signal adds pedestrian signals and push buttons, and marked crosswalks go across Route 20 on the north side of the intersection.
- Drainage work toward the river. The plans include drainage improvements along Route 20 and at the outfall to the Rivanna River north of the intersection.
VDOT says the intersection becomes a pinch point for commuters at peak hours. That's partly because Route 250 connects I-64 with downtown Charlottesville and runs past Sentara Martha Jefferson Hospital. When Route 20 has just a few lanes and each one has to serve more than one movement, cars wait behind other cars headed somewhere else. Giving each lane one movement is how VDOT plans to fix the Route 20 side of the backup.
The drive home from eastern Pantops changes too
The project also changes the trip back toward Fontana Drive. On westbound Route 250, VDOT plans an extra right-turn lane at Route 20, with a short section of bike lane, curb, gutter and sidewalk. If you're coming back from the eastern end of Pantops and turning north toward home, you'll have a lane of your own.
East of the intersection, the shared center turn lane on Route 250 becomes a raised grass median running from Route 20 to Hansen Road. According to VDOT, most recent crashes nearby were caused by drivers turning left out of the side streets with stop signs along Route 250. The median will limit left turns out of side roads and entrances. The hearing displays show dedicated left-turn lanes at these points:
- People Place, westbound
- Town and Country Lane, eastbound
- The Montessori Community School entrance, across from Hansen Road, eastbound
The plans also add marked crosswalks at Free Bridge Lane, Newhouse Drive, Pantops Corner Way, People Place, Town and Country Lane and Hansen Road. They include curb-ramp work at the TipTop Restaurant and CarMax entrances. These are 2024 hearing displays, and VDOT hasn't published a driveway-by-driveway list of turning movements. The exact openings may still change before construction plans are final.
The calendar from here
This winter, the Route 20 light works the way it always has. Here is what's scheduled after that:
- January 2027. VDOT plans to advertise the project for construction bids.
- Spring 2027. Construction is expected to start.
- Fall 2028. Completion is expected, so the work would run through two summers on Pantops.
Once work starts, VDOT says updates will go out in the Culpeper District's weekly traffic alert on its news page, on the district's social media accounts, and on 511 Virginia.
There's one more Route 20 item on the longer-term list. A Cville Right Now report carried by Z95.1 said pedestrian crossing improvements on Stony Point Road at Riverside Village are among Albemarle's newly added projects in VDOT's Six-Year Improvement Program. Funding comes from the Revenue Sharing program, and no construction date has been announced.
If you're planning a move around the Pantops construction, timing can matter. A listing in spring 2027 would come right as crews arrive at the bottom of Route 20, and a listing in late 2028 would come after the new lanes open. The team at Better Homes & Gardens Pathways follows this corridor closely and can walk you through what buyers see on that drive at each stage.
